COSMIC Partners

The COSMIC consortium brings together leading security industry including SME’s, research institutes and end users that brings experience in CBRNE technology and market.

The COSMIC involves 9 partners with Lingacom as the coordinator leader.
The consortium include commercial companies (Lingacom (SME), SEADM (SME) and ATOS), 3 research institutes (Technion, Ben-Gurion University and CSIC) and 3 end-users (Dutch Customs Administration, Israel National police and Guardia Civil) that will host the field trials.
The project started at October 1, 2018, and runs for a period of 30 months.

Lingacom Ltd is an Israeli SME founded in 2012.
Lingacom is a market-leading technology provider of an innovative Cosmic Rays Muons Detection Technologies. Lingacom’s muon tomography is based on imaging of an object or of a structure using the natural cosmic particles characteristics by applying in-house development expertise of high spatial resolution detectors. Lingacom is a developer and manufacturer of muon-based detection solutions for homeland security, mining exploration, archaeological, industrial and civil engineering industries. Lingacom tomography capabilities far exceed what is currently available on the market by combining cosmic particles an in-house expertise of high spatial resolution detectors and tomography algorithms.

Customs Administration of the Netherlands

Customs is the enforcement authority that is responsible for the supervision of the EU external cross-border trade. Customs also deals with levying and collecting national excises and consumption taxes, and is responsible for the enforcement in this field. Customs ensures that the transport of goods is conducted according to the rules, and that Customs facilitates cross-border trade of goods. Customs performs enforcement duties for the European Union (EU), the Ministry of Finance and other ministries and enforcement authorities. To this end, Customs applies European and national laws and regulations. In this way Customs contributes to:

Ben-Gurion University of the Negev

Research Interests Raz Jelinek lab

Research in the Jelinek laboratory is broad-based and spans nanotechnology, surfaces and thin films, sensors, and biological membranes. Our research activity has a certain applied-science emphasis, with several patents awarded/submitted.


SEADM is Spanish SME founded in 2005, whose aim is to become a centre of excellence in the field of analytical instrumentation for the detection of trace elements, based on the know-how of its technical consultant and co-founder Juan Fernandez de la Mora, Yale University professor.
During the last six years, SEADM has significantly increased its commercial activities, delivering instruments and engineering services for advanced vapour analysis applications principally in the security field . Its range of commercial products spans from stand-alone equipment to technological modules (including its renowned DMA) notwithstanding the more and more demanded add-ons as mobility filters for mass spectrometers.

Israel National Police

The Israel National Police (INP) is under the authority of the Ministry of Public Security (MOPS). The INP is comprised of some 30,000 sworn officers and reinforced by 50,000 volunteers. It is the only Law Enforcement Agency in Israel responsible of policing activities.
The responsibilities of INP cover all aspects of policing from the local through the national levels.
The main areas on which the Israel Police focuses are:

  • Maintaining Law and Order – Response to calls regarding public disturbances, response to demonstrations and illegal gatherings, licensing for businesses, responsibility for detainees and implementation of court orders.
  • Public Security – The prevention and responding to criminal and terror acts, establishing security standards and regulations, Bomb Disposal Activity, operating negation teams etc.
  • Fighting Crime through Investigation and Intelligence – Investigation and prevention of crimes and apprehension of offenders, detection and exposure of unreported crimes, verity of activities in cyber-crime and forensic investigations by the DIFS: Department of Investigation and Forensic Science.
  • Traffic Enforcement – Enforcement of traffic laws, investigating traffic accidents and apprehension of traffic offenders. In addition, participation in the decision-making process in such matters as the planning and construction of roads, placement of road signs and traffic lights.
  • Border Security – An operational corps of the Israel National Police. The multipurpose corps deals with challenges relating to public security, terror, riot control and securing of rural areas.


Guardia Civil was founded in 1844. With 175 years of history, The Spanish Guardia Civil is an armed institution with military nature which is part of the State’s Defense & Security Corps and takes part of Security Bodies in Spain.

It is dependent from Ministry of Interior with regard to services, salaries, destinations and means, and from Ministry of Defense with regard to promotions and missions of military nature. Besides, Guardia Civil deals with necessities of the Treasury Ministry related to the financial prosecutions of the state, and watch over fulfillment of the rules and regulations related with the different organizations of Central and Autonomous Communities Administrations.

The Guardia Civil is an institution which renders essential services to the community, in conformity with the guidelines provided by its basic behavior principles. These guidelines constitute a real ethic code binding together all the Guardia Civil members. As a Police Corps it performs general tasks like Public Security and Order, Criminal Police, Intelligence and Counter Terrorism and also Administrative Police. Guardia Civil do also specifics tasks like Border & Customs Police, Road Traffic Police – interurban, Firearms and explosives control, Coastal security and Nature protection. In order to carry out all these functions, Guardia Civil has 80,000 components who are deployed all over the national territory and territorial waters.


The National Centre for Biotechnology (CNB) is a research centre that forms part of the Spanish National Research Council (Consejo Superior de Investigaciones Científicas, CSIC), Spain’s most important public scientific institution, that belongs to the Spanish Ministry of Science, Innovation and Universities. The CNB is distinguished by its versatile interdisciplinary research that combines molecular biology methods with the latest technology in the fields of functional and structural biology. The centre’s organizational structure comprises six research departments (Macromolecular Structures, Molecular and Cell Biology, Microbial Biotechnology, Plant Molecular Genetics, Immunology and Oncology, and System Biology) that are interconnected transversally by potent scientific infrastructures and interdisciplinary research. In addition, the CNB promote technology transfer, institutional relations with the private sector, and scientific management. The CNB has been recognized by an international jury as one of the eight Severo Ochoa Centres of Excellence in medicine and the life sciences. The scientific output of the CNB, the leadership of its outstanding scientists, and its strategic role as a multidisciplinary biotechnology research centre have converted the CNB into one of the Spanish flagship institutions in science.


The Technion – Israel Institute of Technology is a public research university in Haifa, Israel. Established in 1912, the Technion is the oldest university in Israel and is ranked the best university in the region according to the Shanghai Ranking. The university offers degrees in science and engineering, and related fields.
The LNBD group, part of the department of Chemical Engineering, focuses on nanoscale subjects that promise great advances in science and technology. These innovations push the envelope in fields spanning medicine, computing and electronics. They include nanoarray devices for detection and classification of diseases, flexible sensors, electronic skin, breath analysis, volatile biomarkers and molecule-based electronic devices.
